It's a question that will never be answered, no matter how many times it technically is: who's faster, Superman or The Flash? While the Scarlet Speedster is often referred to as "the Fastest Man Alive," Superman has held his own in their races. But as everyone knows, super-speed isn't the only asset that makes the Man of Steel so formidable... and Flash's speed can render at least one of them completely useless.
The Flash's special powers give him more than just speed, but that's nothing compared to his super-powered compatriots. So when push comes to shove against the mightiest, his best course of action is to hit the ground running. Exactly that scenario occurs in the pages of The Flash #209, wherein the Flash outruns most of the Justice League, only to quickly realize that Superman is hot on his heels as he bounds around the planet at top speed.
Prior to his world-spanning-search, the entire Justice League had confronted the Flash; not knowing it was Wally West in the uniform, each member of the League had demanded an explanation to the Flash's bizarre behavior. Batman, of course, had uncovered Wally's identity, and threatened to expose it to the other members unless Wally came clean. In the middle of this confrontation, Wally runs off in the direction of Gotham... and Superman follows.
Superman keeps pace with Wally the entire time, and as his desperation grows, so does Wally's confidence. As Superman once tries to grab his arm, Wally vibrates himself out of his grip; and once he begins to believe himself faster than Superman, he manages to outpace him. Superman even uses his heat vision to try to stop Wally, only for Wally to nonchalantly remember that he's faster even than that superpower.
While debates between who is the fastest between the Flash and Superman have abounded for as long as the comics have been published (and has even featured in their animated adventures as well), knowing that the Flash is faster even than one of Superman's most famous powers is interesting, as it shows that he's one of the most powerful heroes in the DC Universe. Not only is he responsible for uncovering the Multiverse, but he can easily outrun one of the most powerful beings in the DC Universe, AND one of his most debilitating abilities. The Flash truly earns his nickname, "the fastest man alive".
