It’s a dark time for The Flash when he encounters the most violent version of the Rogues ever. After five of the speedster’s sinister supervillains launch a brutal attack on Keystone City, The Flash decides to put some less conventional abilities to work on his villains. The 'blow off an arm' kind of abilities.
The story starts in The Flash #127 by Mark Waid, Brian Augustyn, and Paul Ryan. Dwelling deep in the underworld, Neron hatches a scheme to take away everything the Flash loves. It started with Keystone City. When Major Disaster caused a major earthquake that devastated the city, the mayor’s office cut ties with West, forcing him to relocate. Once Flash left Keystone City, Neron possessed the bodies of Captain Boomerang, Mirror Master, Weather Wizard, Heat Wave, and Captain Cold, to send them on an assault more serious than any crime they’d ever committed.
Multiple bridges collapse due to the Rogues’ sabotage, bringing the Flash racing back to protect his former home. Even though he’s persona non grata, Wally and Linda Park have a really strong relationship. She’s still a TV reporter for the Keystone local news, in the thick of danger. With this in mind, Wally rushes back to face off against the Rogues, and in this confrontation, he gets so mad that he phases through Weather Wizard's wand, completely vaporizing it... and the hand that was holding it.
In the next instant, the whole thing regrows, good as new, tipping the Flash toward mystical malfeasance. Once Flash tracks down Neron (through a portal made by candle-light) he learns that he and his other puppet, Major Disaster, were at the bottom of his original exile. In the pits of hell, without any leverage, Wally is forced to make a deal with the demon. In exchange for the true souls of the Rogues, Wally and Linda have to sacrifice the love they share. Fortunately, Neron underestimated their connection, and that love was eventually his undoing, bringing an end to his reign of terror.
Weather Wizard's hand aside, this story put the spotlight on Wally West’s compassionate superhero style. Most obviously, his love of Linda to combust his foe, but his interactions with the Rogues, and his city were unique also. Flash notices immediately that his neighborhood no-goodniks are out of their right minds and his first concern is for their safety. Keystone City became a character here also, showing varying attitudes toward the Flash. It was ‘family first’ in this arc, proving once again that speed isn’t The Flash’s only superpower.
