The Flash season 7 finally reveals how the original Harrison Wells got his mysterious new time travel powers. While it seemed like Tom Cavanagh's time in the Arrowverse was over when Nash Wells sacrificed himself for the Artificial Speed Force, that was far from the case. Even though Nash and all the other Multiverse Harrisons became energy to fuel the new Speed Force, 0.01% particles didn't get included and that resulted in the real Harrison being brought back to life. But somehow, Harrison had gotten the ability to immerse himself into any moment of his own past, present, and future as a new way to travel through time. But initially, it wasn't explained how Harrison had received that power as The Flash only gave a visual tease in the form of the green energy that happens when he uses his gift.
However, The Flash season 7, episode 6, "The One With The Nineties" has the answer to that mystery. In "The One With The Nineties", the Arrowverse introduces the Still Force, which is the reverse of the Speed Force. The Still Force is established to revolve around reversing time with Deon Owens introduced as its conduit. Deon could make something or someone becomes a previous form of itself as he did to Masonville where he caused the town to become the 1998 version of it. So rather than actually traveling physically to the past, the Still Force can turn anything in the present time to be something that it used to be.
The key, however, is that when Deon was seen using his Still Force powers, it had the same green energy that Harrison has when he would disappear or re-appear in a specific timeline. Deon is also capable of stopping time itself, including anyone or anything, making the Still Force very dangerous. But thanks to "The One With The Nineties", The Flash confirms that the original Harrison Wells got his powers from the Still Force, although he uses it differently. Harrison decided to go back to the past so he could keep reliving the life he had with his wife Tess before Reverse-Flash killed her.
But Deon was obsessed with wanting to relive a time of his life where things were better for him, even though it caused others to suffer from it. While Deon is now planning to use the Still Force on a larger scale by controlling the future, Harrison might be the key to stopping him. The further that the New Forces gets on The Flash, the more intriguing it's becoming. In the fifth episode "Fear Me", the Arrowverse introduced the DC Comics villain Psych, who represents the Sage Force, and Cecile Horton's empath powers were part of temporarily stopping him.
Even though the Strength Force hasn't really been dealt with since Fuerza was introduced, there's likely a character that will become important to stopping her, similar to how Cecile and (possibly) Harrison becomes the opposite to Psych and Deon respectively. With The Flash's original Speed Force back in play as all these other New Forces have come to exist, it's giving Team Flash one of their biggest challenges thus far because the Speed Force is now having to go up against players that can actually go toe-to-toe with it.
