The sinister antagonist of the Flash, Eobard Thawne, is Barry Allen's opposite in every way in DC Comics, down to having his very own set of Rogues villains! The menace of the 25th century has become one of DC's most dangerous threats due to manipulation of the timestream. In an effort to combat the machinations of Thawne, the future Central City Police Department formed a group of officers modeled after some of the city's most notorious villains.
Flash's blue collar, villainous coterie consists of some of his most notable antagonists such as Captain Cold, Heatwave, and Captain Boomerang. Unlike most superhero rogues galleries, the crew has formed a strong bond with one another over a mutual hatred over their enemy. They're also an extremely principled group, only killing when necessary and breaking any member out of prison upon incarceration. Above all else, these Rogues are known for their unique technology that allows them to be a serious threat against the Fastest Man Alive.
In a reversal, so to speak, of the group's dynamics, The Flash #1 by Geoff Johns, Francis Manapul, Brian Buccellato, and Nick J. Napolitano featured the first appearance of the Renegades. Hailing from the 25th century, they are a group police officers who serve on a task force dedicated to dealing with anomalies in time caused by the Reverse Flash. They are each modeled after a particular Rogue, taking on altered names such as Commander Cold, Weather Warlock and Trixter when pursing temporal law breakers. While they've often been mislead into attacking Barry Allen and his associates, the Renegades have been shown to be just as cohesive a unit as the villains that inspired them.
The notion of the Renegades isn't a bad idea and actually compliments Flash's collected enemies very well. Eobard Thawne's constant messing with the timeline has made him one of the Flash's most powerful threats and the solidarity of the Rogues is a trait that's served them well. The Renegades take elements such as Thawne's time traveling and the Rogues' unity and creates a force for good that brings a balance to Flash, Reverse Flash and the Rogues. With nearly every Flash having an opposite copycat, a "Reverse Rogues" is a pretty inspired idea.
That said, the Renegades never had what it took to remain in the game. Similar to how the Rogues never triumph over the Flash, the Renegades never claimed victory when it came to the Reverse Flash. They even found themselves manipulated by Hunter Zolomon, aka Wally West's Reverse Flash, Zoom. They also had bouts of internal discord, being betrayed by their version of the Top, who killed fellow officer, Mirror Monarch. Unfortunately, a steady presence for the Renegades just wasn't in the cards, as they would all come to an untimely end.
It can't be said that giving the malicious Reverse Flash his own set of villains isn't creative, but when it comes to handling the timeline, it's best left to the Flash.
