The Flash Hints at a Kristen Kramer's Betrayal | CBR - CBR - Comic Book Resources

WARNING: The following contains spoilers for The Flash Season 7, Episode 13, "Masquerade," which aired Tuesday on The CW.

Ever since defeating the supervillain Mirror Monarch, the Arrowverse has taken a harder stance against metahuman activity in Central City. The governor authorized special investigator Kristen Kramer to commandeer the Central City Police Department in order to pursue metahumans with a criminal history, regardless of whether they had since reformed. And as Kramer tightens her grip on the police force and gains access to weaponry provided by her connections within A.R.G.U.S., Joe West has since discovered evidence that she may not be all she seems.

After arriving in Central City, Kramer took a particular interest in Killer Frost, taking the reformed supervillain into custody despite Frost having ditched her antagonistic ways years ago. Kramer sought a sentence that would forcibly remove Frost's powers, unconcerned whether the procedure would have any bearing on the metahuman's physical wellbeing. When pressed by Frost on the motivation behind her vendetta, Kramer revealed she lost her squad to a metahuman traitor during her military service prior to transitioning to a career in law enforcement. Frost successfully pled for a lifetime sentence, outmaneuvering Kramer in court, before having her sentence commuted entirely after stopping a prison break in Iron Heights.

Frustrated but undeterred, Kramer returned to Central City with additional enforcement powers granted to her by the governor and a gun loaded with the serum that permanently nullified metahuman powers. As part of her added powers, Kramer was authorized to shoot rogue metahumans on sight, now circumventing due process entirely, with the Central City police effectively under her command. Incensed at a system that was progressively overstepping its authority, police captain Joe West resigned from his position on the spot, with Kramer taking his old position as she continued to consolidate power for her private war.

Even though Joe is no longer on the force, the veteran lawman is not taking the quiet route with his premature retirement. He was intent to learn more about the woman that ousted him from his lifetime career. However, all the files he could obtain on Kramer's past military service had since been largely redacted. Cecile is able to acquire a file for Kramer with the information still visible, with Joe learning that the squad's ambush that Kramer previously attributed to a metahuman may have actually been deliberately caused by Kramer herself. This revelation raises questions about why Kramer is truly after metahumans while suggesting someone far more sinister pulling the strings.

The Flash Killer Frost Season 6

Given the extreme level of extra-judicial powers granted to Kramer and the lengths official channels went to cover up her military service, Kramer could well be working for some truly powerful enemies to Team Flash. And while Joe may have acquired potentially damning evidence against Kramer, he may be out of credible sources to turn over this information to now that he's no longer on the force himself. And if Kramer's past behavior and the lengths she is willing to go are any indicators, it's only a matter of time before she finds an excuse to continue her pursuit, not only of the freed Killer Frost but possibly the Flash himself.
