City Manager Update to Council: City Manager Dave Sykes presented an update to the City Council during Item 3.1 yesterday, Feb. 2, regarding the City’s response to COVID-19. Dave and officials from the Emergency Operations Center (EOC) provided information on the status of vaccine distribution, housing vulnerable residents, future federal COVID-19 response funding, and the City’s response to last week’s storm. Updates on City of San José Services and/or Operations
- U.S. Federal Mask Order: In an effort to aid in curbing the spread of COVID-19, beginning Feb. 2, 2021, the Centers for Disease Control and Prevention (CDC) implemented provisions of President Biden’s Executive Order on “Promoting COVID-19 Safety in Domestic and International Travel.” The order requires travelers to wear face masks in airports, airport screening checkpoints, transportation hubs, and throughout the nation’s commercial and public transportation systems. This requirement will remain effective until May 11, 2021.
- New Program Offers Debt Forgiveness on Electricity Bills: The Arrearage Management Plan (AMP) is a new state program, administered by PG&E, that offers a payment plan to help qualifying residential customers – including San José Clean Energy customers – reduce debt owed on their electricity bills up to $8,000. To qualify, you must be enrolled in CARE or FERA financial assistance programs, owe at least $500 on your gas and electric bill, and be more than 90 days late. You must also be a PG&E customer for at least six months and have made at least one on-time payment prior to enrolling. Customers must make 12 on-time monthly payments to forgive their eligible debt amount. For more information, visit

- Small Business Grants Workshop: On Feb. 4 at 1 p.m., the City of San José, Small Business Majority, and the Small Business Development Center will host a workshop to discuss available grants up to $25,000 from California’s Small Business COVID-19 Relief Grant Program. - Third Testing Partner Begins COVID-19 Testing at Airport: City Health has commenced COVID-19 testing operations at Mineta San Jose International Airport. The urgent care provider joins Airport testing partners Carbon Health and Worksite Labs at the former Taxi Staging Area at 2470 Airport Blvd. City Health offers a 72-hour guaranteed travel testing for Southwest Airlines passengers by appointment only. - Online Requests for Wi-Fi Hotspot Devices Are Now Available: Starting Wednesday, Feb. 3, all San José Public Library (SJPL) card holders can request and borrow an AT&T hotspot device online by visiting sjpl.org/hotspot-members. Previously, requests were only available by calling an SJPL Express Pickup location. The hotspot device lending service is part of SJ Access, a citywide initiative aimed at combating the digital divide across the city. To learn more about SJ Access visit sjpl.org/SJAccess. - Berryessa Community Center Senior Nutrition Program Addresses Traffic: Since the start of the COVID-19 pandemic, the City of San José Parks, Recreation and Neighborhood Services Department’s Senior Nutrition Program (SNP) has been a vital resource, providing meals to a vulnerable population in the Berryessa Community Center area. A recent surge of SNP participation has resulted in additional traffic and caused delays and inconvenience to the residents in that area. To better serve the residents who need assistance and help reduce traffic delays, the SNP is encouraging participants to consider visiting one of the 13 other community center locations to receive meals if possible. The left turn lane into the center from westbound Berryessa Ave. will be closed on food distribution days from approximately 10 a.m. to 2 p.m. For more information on the City's 14 Senior Nutrition Program sites, or for general information on food distribution programs in our community, go to https://bit.ly/SJFoodToolKit.
- Happy Hollow to Reopen Wednesday, February 10: With Santa Clara County’s return to the purple tier, Happy Hollow Park & Zoo is excited to welcome guests back to Walk Through the Zoo starting Wednesday, Feb. 10. Admission includes a one-way, outdoor walking path through two zoo areas and a virtual tour that allows guests to learn about the animals and wildlife conservation while safely stretching their legs and spending time outdoors. All members and guests must book timed reservations online and each time slot has limited capacity to allow physical distancing between households. To help keep guests, animals and staff safe, visitors are asked to read the Zoo's new FAQ before making a reservation. In addition to timed entry and capacity limits, all guests and staff must wear face coverings and participate in a quick health screening upon entry. Learn more at www.happyhollow.org.
- Additional Meetings Added to City of San José CivicCenter TV Broadcast Schedule: The Charter Review Commission and Redistricting Commission will be available via Comcast Cable Channel 26, the City’s YouTube page, and the City’s website watch a meeting. To help stop the spread of COVID-19 and keep our community safe, the City of San José is currently conducting Boards and Commission meetings and City Council meetings virtually using Zoom. COVID-19 Testing, Tracing, and Support Services
If you need a COVID-19 test, don’t wait! A high rate of testing helps identify and stop the spread of COVID-19 cases, and is one of the factors that is helping our county reopen under State regulations. Some testing sites are listed below, but there are many more throughout the county. For a full list of COVID-19 testing sites in Santa Clara County, go to www.sccfreetest.org or call 2-1-1.
The County offers support options for people who test positive or have been in contact with someone who is COVID-19 positive. If you need help with food, bills, or a place to stay while you isolate or quarantine, please call 408-808-7770 to learn about support services from the County of Santa Clara.

- Santa Clara County Superior Court Extends Emergency Bail Schedule To June 30: Citing concerns about transmitting coronavirus, the Santa Clara County Superior Court Bench has voted to extend the Emergency Bail Schedule to June 30, 2021 (PDF), or until such time as the order is amended or repealed by the Court. This schedule is applied to all accused persons arrested and in pretrial custody and all accused persons held in pretrial custody. Bail for all misdemeanor and felony offenses must be set at $0, except for the specified offenses indicated within the order. The Court retains the discretion to deny bail, to set a higher bail for any offense, including those with a bail of $0, and/or to order conditions of release deemed appropriate for any offense.
