Born deaf, Hartley Rathaway quickly proved to be a technological marvel. He was first featured in a major role when he became the Pied Piper and an early member of Flash's Rogue Gallery. He committed crimes by using a technologically-advanced flute he'd created, capable of hypnotizing people into doing his bidding. Although he began as an antagonist to the Flash family, he became an increasingly important part of it over the years. He particularly formed a bond with Wally West when he became the Flash in the Post-Crisis DC Universe, with Pied Piper even leaving the Rogues and fighting alongside the heroes.

In the Post-Flashpoint DC Universe, he's been a consistent ally to Flash. Now established as a former Rogue who left the life of crime behind him, he's dated Central City Police Captain David Singh and has been working to make up for his past criminal acts. He's even been recently traveling the world and perfecting new sound-based tech -- even using some of it to help Flash regain control of his powers after he'd briefly lost control over them.

In the DCeased universe, it turns out that Hartley is one of the few survivors of the Anti-Life Virus. While the Flashes were able to save a large amount of Keystone City, Central City was -- like most places in this version of the DC Universe -- overwhelmed and corrupted by the coming of the Blighted-Ones. However, two people are still alive, at the top of one of the city's skyscrapers. Hartley has been playing his flute there non-stop in a bid to force them away, while Singh has been barricading them away from the waves of Blighted-Ones. Although the corrupted hordes keep trying to breach the building and reach them -- seemingly drawn to the music produced by Pied Piper -- Singh has been able to maintain a perimeter around their spot on the top floor.

Although Singh is prepared to kill them if they breach the top floor, it turns out they don't have to worry about that: the heroes are able to use Lex Luthor's satellites to find evidence of the Blighted-Ones focusing on a single building. This leads the heroes to reach the building in time and for Martian Manhunter to use his phasing powers to save both of their lives. The discovery that Harley's music may have some additional sway over the Blighted-Ones gives him extra importance going forward for the heroes, and his role in this dark DC Universe.

One notable element of his history worth remembering is his role in Countdown to Final Crisis, where it was revealed that his flute was utilizing energies from the Anti-Life Equation as the means of hypnotizing people. This detail might explain why Pied Piper is so important in the grand scheme of things. With the Anti-Life War still on the horizon and the number of Blighted-Ones only increasing as the virus spreads, Pied Piper's unique tech and specific talents might have elevated him to become the most important Flash Rogue left in this world.
