LEETONIA — Village council Wednesday approved changes to employee pay.

The changes include elimination of step pay for dispatchers and moving the zoning officer from salary to hourly. The changes take effect May 10

In other business, council authorized Mayor Kevin Siembida to advise RITA, which collects taxes for the village, to stop collecting back taxes for years 2014 and 2015 due to inconsistent records. Siembida told council he has been receiving phone calls from residents who have either moved in or out of the village receiving notices that RITA is going after people regarding taxes from those years.

Council also agreed to not lift late fees for 2020 tax returns after people were contacting the city about not filing the taxes and requesting the penalties be removed. Council said the taxes were still required despite the pandemic.

Siembida also reported that the road paving project on East High Street is nearly wrapped up. The village did use more material than anticipated for the street base therefore the village will hold off on repaving Spruce Street until the Pine Street project is under way in June, he said.

Additionally, Lisa Smith, chief operator for water and sewer, reported that Environmental Protection Agency (EPA) mandated byproduct samples were below limits; curb boxes were dug up and replaced on Washington, Elm and Front streets; the village is collecting data regarding line types going into residents’ homes to determine which areas are still being serviced by lead lines; there are two UV banks and a UV computer board that need replaced at the water treatment plant; and a new composite sampler has been installed at the wastewater plant.

Council also approved the hire of a new lab technician.

In other concerns, there is a new walkway being built at the Coke Ovens by the street department.

The village will be reaching out to those who have fought in previous wars to request photos that will be displayed on the digital welcome sign located near the train tracks.
