During a three-way fight between the Flash, Mirror Master, and Johnny Quick, one of Wally's villains made an interesting observation. In The Flash #780 (by Jeremy Adams, Will Conrad, Jeremy Cox, Matt Herms, Peter Pantazis, Rob Leigh), Mirror Master correctly deduced that he was fighting Wally West.
This was due to the fact that if Mirror Master had been fighting Barry Allen's Flash, he would have "smashed his head in by now." This blunt summary of how Barry would handle the fight pointed out a fundamental difference between how he and Wally operate as the Flash. It also painted Barry as a more brutal hero than most realize when they look at the smiling scarlet speedster.
It's not entirely outside the realm of possibility. Barry has been shown in the past as having darker moments than most would be comfortable remembering. He has made questionable choices in the past, once asking Zatanna to not only erase the mind of his enemy the Top but also to reinvent his personality into something more preferable. That decision ended with the rogues being killed by a guilt-ridden Top. Another horrible choice was when Barry killed the Reverse-Flash after he tried to kill his fiance, Fiona Webb. Wally himself admitted that Barry's use of force had crossed the line that time. The most infamous of his mistakes of course is the Flashpoint, where he altered time to bring his mother back to life, only to inadvertently alter history so profoundly the new world was nearly destroyed.
So the idea that Barry is capable of using an excessive amount of force against his enemies is not an impossible thought. Wally himself has been taking steps to be more careful with his powers after suffering recent traumas in relation to them. It is this compassion that led Mirror Master to realize that he was battling the former Kid Flash instead of his mentor.
On the other hand, this could be an examination of their experience levels. The Rogues of Central City have been fighting the Flash for years and they know him almost as well as themselves. Some of them have developed their entire identities around the concept of the Flash, either as an antithesis to or corruption of him. To know him, weaknesses and all would certainly include the way he fights, how hard he punches, what tactics he prefers to use, as well as how to counter them.
Barry has been at this for some time now, and he has experience Wally simply doesn't. All of that has honed his skills down to a razor's edge, making him highly efficient and creative with his power use. Barry has been connected to the speed force long enough to know the difference between too much power and too little. His past mistakes might even have informed how to toe the line between excess and necessary force. Wally, for all his years, still struggles in that department at times. So maybe Mirror Master's assessment wasn't merely about how much more brutal Barry is, but how efficient a hero he is.
