PITTSFIELD — Pike County employees will see some changes in their pay after the board took steps to rectify issues with back pay in at least one county department and to tweak the calendar regarding when it issues paychecks. 

The back pay issue arose from the Circuit Clerk’s office, county board Chairman Jim Sheppard said. 

According to the contract between the county and courthouse employees, employees are only supposed to work 32.5 hours a week, though many work more hours to provide coverage during the courthouse’s regular business hours. 

“We had a new circuit clerk and he was told those hours were factored in to their pay, so he told them to stop tracking their comp time,” Sheppard said. 

But the hours for that department were not, in fact, factored into employees’ pay. 

Once the error was discovered, the clerk approached the board about back pay for his department’s employees, going back five years. 

Other departments since have looked into the issue, though nothing formal has been submitted by any other departments, Sheppard said. 

“We are trying to sort it out,” he said. The county’s finance committee is scheduled to meet Wednesday and will discuss the issue, how much money it would take to cover the back pay. 

The amount needed for the Circuit Clerk’s office was estimated around $5,000, Sheppard said. 

Changes also will be made this summer to when county employees are paid, with checks reflecting hours worked rather than hours scheduled. 

Employees now are paid on the 10th and 25th of each month. The check on the 1oth covers employee hours through the 15th, paying for hours they’re expected to work, Sheppard said. 

“We are paying employees for hours they haven’t worked yet,” he said. “It can cause some problems.” 

When a person calls out sick or otherwise doesn’t work the expected hours, the issue now is fixed on the next pay check. 

Starting this summer, that system will change and workers will be paid only for hours already worked, Sheppard said. 

“Employees will be paid for all hours, it’ll just be delayed,” he said. 

The July 10 check will reflect the major switch, covering June 15 through the end of June. Pay for hours worked from June 1 through June 15 will be split into two checks in June to ease the transition, Sheppard said. 

The county also will only take half of the usual insurance premium in June, to keep more money in employees’ paychecks during the transition, and is looking at another way to potentially lighten the burden, he said.
